The Japanese Police has mobilized its officers to manage members of the Indigenous People of Biafra, IPOB, who were waiting to harass President Muhammadu Buhari at the Nigerian Ambassador to Japan’s residence in Tokyo.

Smartly dressed Police officers have surrounded the area to manage any unwanted situation or occurrence. President Buhari who is in the country on official invitation was threatened to be harassed on any of his foreign trips by members of the group following the humiliation of former deputy senate president, Senator Ike Ekweremmadu in Nurenberg, Germany.

The Presidency has since then issued a series of responses to the attack threat, meanwhile, IPOB members who are protesting have insisted on a non-violent approach.

Former BBNaija housemate Gedoni has revealed why he knelt down to say Thank God after he was evicted from the show.

What could have turned into a fatal fire disaster has been averted by the Imo State Police Command and its sister agency, the Ngeria Security and Civil Defence Agency (NSCDC), after a tanker laden with about 30 litres of fuel fell along Port Harcourt road, Owerri.

According to an eye witness, the tanker fell while trying to avoid the dangerous spot on the road.

The source disclosed that the timely arrival of the state Commissioner of Police, Rabiu Ladodo, who equally called the NSCDC team to the scene, averted disaster.
According to Ladodo, a large crowd which gathered at the scene was prevented by the security team from scooping the product overflowing into the gutters.

Ladodo thanked members of the public who supported the security agencies while the risky evacuation of the fuel to another tanker lasted, as well as men of the NSCDC.

The Presidential Election Petitions Tribunal is set to deliver judgement not later than 13th of September, 2019.

The initial date of September 15 is no longer realistic because it is a Sunday.
A source at the court told LEADERSHIP last night that the judgement will be delivered on September 13.

Section 134 (1) to (3) of the Electoral Act provides that an election petition should be filed, heard and determined within 180 days.

The section was inserted into the Electoral Act following a situation where election petitions took up to four years before being resolved, leading to the disruption of the political process in the country.

According to the source, ‘’the petition of the Peoples Democratic Party (PDP) presidential candidate in the February 23 presidential election, Alhaji Atiku Abubakar and his party, will definitely be decided before September 15.

‘’They (the tribunal) cannot go beyond that date in deciding the petition one way or the other because by law, that is how far they can go in the case. They can’t sit beyond that day. They are not permitted to do so by law. The 180 days stipulated by the law will elapse that day,’’ he said.

When Atiku filed his petition on March 18, 2019, he told the tribunal that he and his party had assembled about 400 witnesses to prove his case against President Muhammadu Buhari, the candidate of the All Progressives Congress (APC) who was declared the winner of the election by the Independent National Electoral Commission (INEC).

The tribunal, headed by Justice Mohammed Garba, which began its inaugural sitting on May 7, reserved the petition for judgement on August 21 after hearing the arguments of the parties before it.

Atiku said that the election was marred by irregularities, adding that the president is not qualified and shouldn’t have been allowed to contest the election.

Last week, Atiku in his final address insisted that Buhari lied on oath in his form CF001 which he presented to INEC before standing for the contest.

In the final address presented on his behalf by his lead counsel, Dr. Levy Uzuokwu (SAN), Atiku drew the attention of the tribunal to a portion of Buhari’s form with INEC where he claimed to have three different certificates comprising primary school leaving certificate, the West African Examination Council (WAEC) certificate and Officer Cadet’s certificate.

The petitioners said that it was shocking that “no provisional certificate, no certified true copy of the certificates, no photocopy of the certificates and in fact, no electronic version of any of the certificates were presented by Buhari throughout the hearing of the petition to dispute their claims.

“More worrisome is the fact that Buhari’s own witness Maj-Gen. Paul Tarfa (rtd), who joined the Nigerian Army with him in 1962, told the tribunal that they were never asked to submit their certificates to the Nigerian Army Board as claimed by Buhari in his form CF001.

“At any rate, the secretary of the Nigerian Army Board, Olatunde Olaleye, had in a statement clarified that Buhari had no single certificate in his personal file with the Nigerian Army,” he said.

Atiku, therefore, urged the tribunal to nullify the participation of Buhari in the election on the grounds that he lied on oath to deceive Nigerians and to secure unlawful qualification for the election.

The former vice president further informed the tribunal that the claim of Buhari that he can read and write in English language as enough qualification for him was of “no moment” because ordinary artisans on the streets also do so, adding that a grave allegation bordering on certificate was not addressed by the president as required by law.

The PDP presidential candidate also faulted the claim by INEC that it had no central server, adding that a server is a storage facility including computers where database of registered voters, number of permanent voter cards and election results amongst others are stored for references.

He, therefore, urged the tribunal to uphold the petition and nullified the participation of Buhari in the election on the ground that he was not qualified to have stood for the election, in addition to malpractices that prompted his declaration as the winner.

But, INEC represented by Yunus Usman (SAN) urged the tribunal to dismiss the petition with substantial cost because the electoral body conducted the election in total compliance with the Nigerian constitution and Electoral Act 2010.

Usman insisted that INEC did not transmit election results electronically because doing so was prohibited by law and that the commission did not call any witness because there was no need to do so.

In his defence, President Buhari through his legal team argued that Atiku’s petition was liable to be dismissed because it was lacking in evidence, merit and substance and that the petition is ill-advised and signified nothing.

He cited Section 131 of the constitution which stipulates a minimum of secondary school attendance to qualify for the election in Nigeria, adding that he cannot go beyond that and that he does not need to tender or attached certificates before he can get qualification for any election.

The APC represented by Prince Lateef Fagbemi (SAN) in its submission said that the petition lacked quality evidence that could warrant the nullification of the election as pleaded by the petitioners and urged the tribunal to dismiss the petition as long as its hand can do with huge cost.

Rivers State Governor, Nyesom Ezenwo Wike has described as unfortunate the false Information being circulated that the State Government demolished a Mosque in Port Harcourt, saying that the false report was planted by mischief makers to create disaffection.

Addressing journalists at the   location on  Biambo Street Off,  School Road by Mami Market Junction, near Rainbow Estate on Monday., Governor Wike said there was no Mosque on ground, hence nothing was demolished.

He said: "I received calls from several prominent Nigerians 8on the fake news being circulated online.  I have come here with Reporters and you can see there was no Mosque here.

"It is most unfortunate that fickle minded persons will claim that a Mosque was demolished at this place, when no Mosque existed here. The story was concocted by mischief makers to score cheap points".

Governor Wike explained that some persons started erecting illegal foundation at the disputed land, even though they had no approval to embark on any construction work.

"They came here to erect illegal structure.  There was no approval from the State Government for any structure to be erected here.

"The persons who started the foundation had already dragged the State Government to court on the disputed land.  The Rivers State Government won the case. What they attempted  to do was to start the illegal construction  to tie the hands of the State Government ", he said.

The Governor urged the Muslim Community in Rivers State to show him where a Mosque was demolished in the State. He advised them not to allow  themselves  to be used by politicians  to peddle false stories against the Rivers State Government..

Governor Wike  said that the State Government operates within the rule of law. He said that the State Government will not be distracted by the illegal circulation of fake reports.

He stated that several Mosques constructed  on the approval of the State Government exist across Port Harcourt and other major towns of Rivers State, without  the State Government demolishing them.

"The government gave them notice not to do anything  on the land. But they went ahead with the illegal foundation and the relevant agency stopped  them.

"Why would want to bring  down any Mosque , when there are other Mosques across the State? What is the Special interest on this one?

GOVERNOR Yahaya Bello of Kogi State is widely regarded as the most inept governor in the country, barring perhaps the stiff competition former Zamfara State governor, Abdulaziz Yari, gave him in the past two or three years. But since the exit of his competitor after a most uninspiring rule, Mr Bello has become incomparable. He is widely regarded as youthful, a claim now being put to the test by his detractors who insist he is in fact older than he looks and claims. Having punished Kogi for about four years with nothing really to show for his governorship other than that he wasted the state’s time and resources, he has shockingly indicated a desire to fight for re-election on the assumption that his first term could be attributed to his electoral effort.
For a man eager to get a second term, and having sadly neither worked for it nor earned it, it is passing strange that he is going about it the wrongest way. He has still not cleared the salary backlog of civil servants, other than make highly publicised token gestures, and he has neither courted nor befriended state workers and other Kogites whom he has oppressed and scandalised. Yet he has presented himself to be canonised by his party, the All Progressives Congress (APC), to seek a second term in November. He seems to think that since his party initiated the ugly and reprehensible conspiracy to foist him on the state some four years ago, it should be wiling again to get him into office by hook or crook. It is not clear how they would do it, or whether they are even willing to affront all civilised values to sanction his participation.
But whether the APC allows itself the humiliation of embracing Mr Bello’s ambition or not, it beggars belief that the governor sees the brutalisation of the state as the surest way to make an unforgettable impression on the electorate. He has thrown his hat into the ring. It should have been immediately and forcefully picked up and hurled at him. There are many reasons to do this beyond his scandalous management of the state’s financial and human resources, beyond his deliberate refusal to pay civil servants their salaries. He hopes to contest the governorship three months from now, but he has done nothing of significance to justify even one vote, indeed, no reason at all to endear him to the electorate. He has fought everyone, some of them the state’s leading social, political and judicial elite, and befriended no one, no matter how insignificant, including unknown and uncelebrated lawmakers.
Two of his enemies stand out, two gentlemen who had nothing against him starting out, and who even actually befriended him and helped pave the way for him to be accepted and crowned. The Chief Judge of the state, Nasir Ajanah, an Ebira like him, stands out. For elementary reasons, including refusing to subordinate the judiciary to the executive branch, Mr Bello singled out Justice Ajanah for excoriation and intimidation. Adopting the reprehensible style by which former Chief Justice of Nigeria (CJN), Walter Onnoghen, was unceremoniously shoved out of office, using a combination of propaganda and judicial heresy, Mr Bello had hoped to quickly get rid of the chief judge in favour of his Man Friday. He cajoled the mannequins at the Kogi House of Assembly to initiate impeachment process, and hoped that his intimidatory tactics would persuade the public and help galvanise the state judiciary to endorse his wish.
Not only did the judiciary stand pat and courageously resisted his bullying tactics, judicial workers also lined up behind their embattled chief judge. Consequently, the legislature’s floundering plot to unseat Justice Ajanah failed miserably, embers of the conflict nevertheless still flickering. Judicial workers union, Kogi branch, was shocked to see that the top wigs of the judiciary in Abuja were ambivalent towards a chief judge they had a duty to protect against the infamous executive putsch hatched by an irresponsible politician.
Since he lacked policies and programmes, Mr Bello seemed to have nothing else to do than engage in verbal and judicial brawls with officials and politicians he has had no reason to fight. His other prominent enemy, who started out as a loyal party member, is the deputy governor, Simon Achuba. Mr Achuba was not as discriminating as Abiodun Faleke, the late Prince Abubakar Audu’s running mate who should have constitutionally inherited the governorship mantle when the APC candidate slumped and died in 2015 after the governorship election had been fought and won. Mr Faleke, angry because of the injustice perpetrated by his own party against him, spurned the indignity of being asked to be the automatic running mate of the inexperienced and untested Mr Bello. But Mr Achuba rushed in where angels feared to tread, and only months later became public enemy number one of the cantankerous governor. All manner of intimidatory tactics have been brought to bear on the deputy governor in order to force him to quit. And yet he was no radical, nor even a querulous politician. Sadly both the legislature and the judiciary have signed on to the Bello rigmarole designed to force Mr Achuba out. The conspirators may succeed because there are really not many people left with any spine in the state.
Mr Bello is sustained in office by his supporters and mentors in Abuja. The support is so wide-ranging and so massive that he does not feel burdened by the dictates of conscience to act responsibly in office. He hopes their support will get him the ticket, assuming the APC at the national level caves in to injustice. More, he hopes that once he gets the ticket to run for re-election, he would use all manner of state coercive machineries — all of them without exception — to win the November poll and coax a pliant judiciary to endorse the repugnant outcome. These are the reasons Mr Bello is fighting everybody, exempting no one, a few months to a decisive election that could finally ruin the state. He has made no friends, and is not encumbered to make any. He has enacted no great policy and built no significant structure, because he has by his obnoxious habit formed the opinion that his powerful political and judicial friends in Abuja have his back.
If Mr Bello surmounts the controversy swirling around his real age, and manages to extricate himself from the double registration trap INEC has woven around his neck, he may indeed get the ticket. APC under its staid former national chairman, John Odigie-Oyegun, could not absolve itself of blame for enthroning an undeserving and incompetent politician. It remains to be seen whether the current party chairman, the pugnacious Adams Oshiomhole, can withstand the wiles and savagery of Abuja to dethrone Mr Bello. The obstacle is not one of ethics, it is one of courage. Indeed, everyone knows the right thing to do in Kogi. The problem is to find those to do it. It will take a truly herculean effort by Mr Oshiomhole not to disappoint himself and Kogites, for Mr Bello could not conceivably win a free and fair election in a state he has loathsomely brutalised and bastardised.

The immediate-past Minister of Communication Mr Adebayo Shittu,  said he was shocked when his name was not included on President Muhammadu Buhari’s ministerial list.

Shittu, who spoke with the News Agency of Nigeria in Abuja, said although he did not expect that he would not be reappointed.



He added, however, that as a muslim, he took it as his fate.

He said “Of course, I expected that I will be reappointed (as minister) but when it didn’t happen, as a Muslim, it didn’t take me five minutes before I accepted that what has come, it’s the will of God.



“And I have also found comfort in a Quranic verse when God promised that what is to come later is better than what is with you now.

The ex-minister, who is a legal practitioner, said he had decided to fallback to his profession.

The bickering between the Nigerian Army and the police over the circumstances that led to the killing of three policemen and two civilians during the escape of suspected Taraba kidnap kingpin, Alhaji Hamisu Bala Wadume, earlier in the month disrupted the smooth operations of the panel set up by the Defence Headquarters (DHQ) to probe the incident, THISDAY learnt at the weekend.

A source said during the panel’s sittings, the Nigerian Army and the police stood their grounds, trading words on the cause of the incident.

Soldiers of 93 Battalion, Takum, Taraba State, had shot members of a special anti-crime squad from the Inspector General of Police Office, who had arrested Wadume and were transporting him to the state police command, Jalingo, for interrogation, killing the three policemen and the civilians on the spot.

They rescued the suspect, who was taken to the army headquarters from where he was set free.

The soldiers had hinged their action on a report they claimed to have received that Wadume was being kidnapped and the police squad’s alleged refusal to stop at three military checkpoints on the way to identify themselves.
However, the police, rebutted the allegations, saying the team followed standard operational procedures and properly identified themselves. They had accused the soldiers of collaborating with Wadume and his gang to abort the operations.

THISDAY, however, gathered that the panel, headed by Rear Admiral I.T. Olaiya, which sat in Taraba and Abuja, had rounded off its sittings and might submit its reports to the Chief of Defence Staff, General Abayomi Olonisakin, this week.

“Though the committee was made up of the army, police, navy, air force, the Directorate of Military Intelligence (DMI), Department of State Services (DSS) and National Intelligence Agency (NIA), the army and the police stood their grounds and made presentations that reinforced and consolidated their initial positions on the conflict.

A source said: “The police maintained their position that the soldiers who carried out the shooting aided the escape of the kidnap kingpin by cutting his handcuffs and setting him free.

“The army on its part also took exception to the decision of the police to release the video of Wadume’s confession on twitter while the panel had not concluded sitting.
“The panel members were also not okay with the confession video released by the police after the re-arrest of the kidnap suspect.

“The arguments of both the police and army reflected the initial positions they had taken before the panel was set up, though the evidence and submissions punctured some of their arguments.”

He added: “The police stuck to the line of argument that the shooting of the policemen was unwarranted after they had been subjected to series of identification processes at the checkpoints.

“The police also wanted to be commended for re-arresting the suspect, which the panel agreed with but not the release of the video.

“To douse the tensions, the panel chairman insisted that what should be paramount was not the position taken by each party but the evidence being compiled by the panel to unravel the circumstances.”

He said the panel members were also uncomfortable with “inaccurate and sometimes misleading reports in the media, some of which were publicised and did not reflect what was going on in the panel.”
Another source said the panel would recommend disciplinary and punitive measures, including dismissal and court-martial in the case of indicted military personnel.

THISDAY gathered that the panel was determined to ensure that appropriate sanctions were applied to culpable personnel involved in the shooting, especially with those who were turning the military institution into a merchandise.
On the inducement of both army and police personnel by Wadume, the source said the panel was determined to make recommendations that would ensure that security agencies were not turned to cheap, cash-and-carry institutions by criminal elements.”

He quoted the panel chairman as saying: “The military institution should not be turned to a criminal business enterprise by personnel and same for other agencies. Those who are not ready to do this work should look elsewhere. Those found culpable should face the wrath of the law and the innocent must be set free in spite of any unsubstantiated evidence out there.”
Meanwhile, Chairman of the panel, Olaiya has instructed the secretariat of the committee to compile all submissions, interrogations, witness submissions and video evidence to his office for final compilation and submission within the week.

President Muhammadu Buhari will depart Abuja on Sunday for Japan to participate in the Seventh Tokyo International Conference on African Development (TICAD7) holding in the City of Yokohama from Aug. 28 to Aug. 30.

A statement by Mr Femi Adesina, the Special Adviser to the President on Media and Publicity, in Abuja on Friday, said President Buhari’s participation would be his second, having attended TICAD6 in Nairobi, Kenya, in Aug. 2016.
“With the theme, “Africa and Yokohama, Sharing Passion for the Future,” the Opening Session of TICAD7 will be performed by the Japanese Prime Minister and host, Shinzo Abe,’’ Adesina said.
The presidential aide revealed that Buhari would deliver Nigeria’s statement during Plenary Session three in which he will appraise Nigeria-Japan relations and takeaways from TICAD6.

He said the president would attend a State Banquet and also honour the invitation of Emperor Naruhito to a Tea Reception at the Imperial Palace, Tokyo.

“In addition to a bilateral meeting with Prime Minister Abe, the Nigerian President will also attend some side-events and meet chief executive officers of some Japanese companies with huge investments in Nigeria,’’ he added.

Formed in 1993, the now triennial TICAD, which has been convened alternately in Japan and Africa since TICAD6, according to the organisers, is the largest international conference held in Japan which “provides an open forum that generates innovative discussion among various stakeholders on African development.”

Participants are drawn not only from African countries, but also international organisations, private companies and civil society organisations involved in development.

TCAD7 is expected to focus on Africa’s “economic transformation and improvements in business environment and institution through private investment and innovation; promotion of resilient and sustainable African society for human security; and peace and stability in support of Africa’s domestic proactive efforts.”

Nigeria has gained tremendously since her participation in TICAD6 at the highest level, during which Japan pledged 30 billion dollars investment “for the future of Africa combined with the private sector;” 10 billion dollars infrastructure investment, and 500 million dollars for vocational training of 50,000 Africans.

Since the Nairobi Conference, Japanese government and companies have been very active in supporting Nigeria’s agriculture, healthcare, electricity and youth empowerment.

The president and his delegation are expected in Yokohama to push for broader Japanese assistance in the areas of science and technology, innovation, human resource development, education, agriculture, power, health and disaster risk reduction, among others.

Buhari will be accompanied by governors Babagana Zulum, AbdulRaham AbdulRazaq and Babajide Sanwo-Olu of Borno, Kwara and Lagos States, some ministers and other top government officials.
The president is expected back in Nigeria on Aug. 31.

Adeyanju Deji, human right activist has asked the leader of the proscribed Indigenous People of Biafra, IPOB, Mazi Nnamdi Kanu to come back to Nigeria and stop instigating his group members to attack Nigerian leaders.

Arsenal defender, David Luiz, has revealed why Liverpool defeated his side 3-1 in the Premier League encounter on Saturday at Anfield.

Luiz admitted that the Gunners lost the match against Jurgen Klopp’s men because they were beaten by a better team.

“It’s never easy to play here and yes, Liverpool is amazing. But I think if we scored first it would’ve been another game. We had an opportunity for that. I think the second goal – the penalty – killed the game. After that it was more difficult.

“What we take is the spirit until the end, we were trying to play until the end and we scored a goal, but it could have been a different game today.”
