The Suspension Of Estimated Billing

The Nigerian Electricity Regulatory Commission (NERC) recently directed the 11 electricity distribution companies (Discos) to stop further collection of electricity bill under the estimated billing system. The regulatory agency has therefore placed limits on estimated bills that can be issued by Discos to unmetered customers. This is good news to consumers who have been inundated with estimated bills. If the order is strictly enforced, it is likely to be a game changer in the beleaguered power sector.

The directive entitled, “Order on the Capping of Estimated Bills in the Nigerian Electricity Supply Industry (NESI),” took effect from February 20, 2020. The order repealed the Estimated Billing Methodology Regulations 2012 as a basis for computing the consumption of unmetered customers by the Discos.

NERC also ordered that henceforth, all unmetered R2 and C1 customers should not be invoiced for the consumption of energy beyond the cap stipulated by it. In addition, Discos should ensure that all customers on tariff class A1 in their franchise areas are properly identified and metered not later than April 30, 2020. It pointed out that customers would not be liable to pay any estimated bill issued if the Disco failed to supply meters. However, apart from R2 and C1 customers, all other customers on higher tariff classes must be metered under the framework of Meter Asset Provider (MAP) regulation or any other financing arrangement approved by the commission.

Also, the agency explained that customers whose current estimated bills are lower than the prescribed energy cap should remain so without any upward adjustment until a meter is installed by the Disco. But, it warns that customers, who reject the installation of a meter on their premises by a Disco, will not be entitled to electricity supply, and therefore, will be disconnected. Such customers will only be reconnected with the network with the installation of a meter.

We welcome the new policy abolishing estimated billing and hope that it will bring sanity to the troubled sector, which has witnessed many operational hiccups since the privatisation of the power sector. The management of NERC has done well by issuing this latest directive to the Discos and we urge them to obey the new order. Doing so will enable them deliver seamless service to electricity consumers.

To address the power sector challenge, there is need to close the metering gap, which is put at five million. We recall that NERC had last year put in place measures to accelerate metering through the establishment of MAP. The agency also established Customer Complaints Offices in 25 states of the federation to quickly attend to customers over increasing complaints, and assured that it will not tolerate exorbitant charges for electricity consumed or not.  Despite the assurance, estimated billing by Discos persisted. Available data shows that the metering gap in the country remains high at about five million, compared to the total customer size of about nine million. This represents about 58 per cent deficit in metering.

It was in a bid to solve the problem of estimated billing that in 2018, the House of Representatives conducted a public hearing on a bill sponsored by the then Majority Leader, Femi Gbajabiamila, to criminalise estimated billing by Discos. It came on the heels of numerous complaints by consumers that they were being extorted by the Discos. Our position aligns with the directive by NERC that consumers need to be protected from the high-handedness of the electricity providers.

We believe that the provision of prepaid meters will make energy consumers to effectively manage their consumption. To eradicate estimated billing, there should be massive provision of prepaid meters. Last year, NERC estimated that electricity consumers should pay between N36, 991 and N67, 055 for installation and maintenance of the meters. We believe that if consumers are provided with prepaid meters, they will pay for the tariff without being prompted to do so.  Apart from meeting the metering needs of electricity consumers, there is urgent need to improve the power supply in the country. Many firms have either closed down or relocated to other West African countries as a result of unstable power supply. Some firms run on generators, thereby increasing the cost of production, which they pass to consumers.

Therefore, the government and electricity distribution companies should strive to meet the country’s power needs. Currently, the national energy requirement is between 40, 000MW and 60, 000 MW, while generation is less than 5, 000MW. The Discos should show more commitment to meeting the power needs of consumers instead of hiking tariffs.

Hurray! Media avatar Ogar Wodah and Son Ndihi turns a year older

By Adoga Michael Oyi

A quintessential gentleman Mr Ogar Wodah And his Son Ndihigbolowo Wodah turns a year older today.

There are 3 phenomena days in one's life; i. a day of birth, ii. a day of marriage and iii. a day of death. The most important of them all is the day of birth.

In light of the above, may i in a special way congratulate a quintessential and influential personality Mr Wodah and his dear son Ndihigbolowo whom not by coincidence but by divine arrangement, shares today as their birthday.

Mr Wodah has been a dogged and cerebral personality that words can not quantify in a day.

It's not about being known but being known for good is all that count. Without prejudice, I vehemently say here that Mr Wodah has been of great blessings to this generation.

His intellectual sagacity and deliberate efforts towards getting things done the right way has long earned him a position with the immediate past President of the Nigerian Senate Dr Bukola Saraki, as legislative aide.

His doggedness and informative disposition towards nation building via the media is applaudable.

Mr Wodah was instrumental to the victory of all PDP candidates across Cross River State. His rigorous but constructive campaign and criticism yielded and still yielding results.

The person of Wodah can only be say progressively. On this note may i in a special way usher him and his dearest vibrant and amazing son, master Ndihigbolowo Wodah to their precious new year.

On behalf of other well wishers, i wish Mr Wodah and Son Master Ndihi  greater years ahead. The Egyptians they see today they shall see them no more. When there's a casting down they shall be celebrating God's promotion because the top will remain their dwelling place. Grow in wisdom of the Lord dear Ndihi. Remain at the top dear son.

Ojeka Felicitate Hon Jarigbe Agom, Lauds him For His Feat Thus Far.

By Paul Ojeka

Still on the inauguration of the 9th Assembly: *Wishing Rt. Hon Jarigbe Agom another fruitful term*

Our confidence on his capacity for qualitative representation remains unshakeable. I hereby join my voice with that of the good people of Yache ward to express and amplify our conviction that we see a new page being opened up in the Guiness Book of Records to inscribe his name for superlative representation of his constituents and positive contributions, at the floor of the house, to the process of legislative development of the National Assembly.

The beauty of democracy lies in the fact  that everybody is either directly  or indirectly part of government by either been elected into public office  or by electing representatives. The vertical  inauguration of the 9th Assembly, yesterday, brightens the chances of the people to quality legislative  representation.

To all Nigerians: As we long to enjoy another four years of qualitative legislative representation, our minds and prayers should be with our representatives  to seek wisdom and knowledge that will guide them in making laws that will secure the liberties of Nigerians and strengthen the institutions of government especially the ones saddled with  promotion of the welfare of citizens, inculcation of positive national values, infrastructural development among others. Except the rule of law is strengthened, the pursuits of realisation of the national goal will remain elusive and the fight against #CORRUPTION, the most dreaded and destructive social  malaise in Nigeria will end up a mud game.

Congratulations to all the legislative representatives of the people who were inaugurated, yesterday.

Once more, special congratulations to the representative of the people  of Ogoja/Yala constituency at the Federal House of Representatives, Rt Hon Jarigbe Agom!

C'River 9th Assembly Dr Betta Congratulates Newly Elected Speaker Hon Eteng and Others.

*DR BETTA EDU CONGRATULATES HON ETENG WILLIAMS SPEAKER CRS HOUSE OF ASSEMBLY AND ALL OTHER MEMBERS OF THE 9TH ASSEMBLY*

The Ex-DG of CRSPHCDA Dr Betta Edu has sent her congratulatory message to Hon Eteng Williams the speaker of the CRS 9TH ASSEMBLY and every other member of the House Of Assembly. She expressed satisfaction on how the house members went with the election of their leaders as that shows how united, mature, and great they all are.

She went on to encourage the speaker to work round the clock to ensure that he beats the outstanding records that the immediate past speaker Hon John Gaul Lebo has already set. Her words " Hon Eteng has got a lot of work to do in the 9th Assembly not for any reason but because he took over from a vibrant, hard working, intelligent, and dedicated man like Hon John Gaul Lebo who did extremely well by transforming the 8th CRS House Of Assembly. He needs to keep the house united as always, work hand in hand with the Capacity Digital Governor to enable Cross Riverians achieve their expected results. They were very important and captivating bills that were left unattended to as a result of time so I'll advice he starts from there."

"The arm of government (Legislature) he's heading must harmoniously operate with the other two arms of government (Executive and Judiciary) to achieve success and as such he will have to create that synergy, and always be in tandem with each other to make it more easier for the expected results."

She went on to charge other house leaders and members to give Hon Eteng all the necessary support he needs to work with his team to make history. "As a house member representing your constituency you don't need to forget why you're in the house, you need to support and work alongside the leadership of the house as well as the other arms of government just for the purpose of spelling success. Cross Riverians are looking up to you all and I know you'll not fail us because I see in you all great capacity and that burning desire to take Cross River State to the expected level. For this to be conveniently achieved, the House of Assembly will have to key into the wonderful political ideas, industrialization drive  and visions of Sen Ben Ayade who is bent on taking Cross River to that dream land.

Congratulations to you all as I wish you a smooth ride. God bless the 9th Assembly.
God bless Sen Ben Ayade.
God bless Cross Riverians.
God bless Nigerians.
