Protocol
My name is Fabian Odey Ogbeche. I am an Indigene of Ijegu-Yala in Ugaga ward of Yala Local Government Council. I am a Lawyer by Profession and a businessman.
I am married to Mrs. Vivian Fabian Ogbeche and we have three Children. Having a legal background, I understand and have the requisite knowledge and dynamics of effective representation.
Politically, I have had a stint of political appointments in the Government of Cross River State which include:
Former Member, Yala Security Council, Yala Local Government.
Former Special Assistant to the Governor Sir, Sen. Prof. Ben Ayade
Former Personal Assistant to the present Vice Chairman PDP North, Cross River State.
Former Personal Assistant to the Special Adviser, International Donors and MDGs to Governor Liyel Imoke.

MISSION:
My mission is largely borne out of the desire to serve and provide quality Leadership as Chairman at the Level of Yala Local Government Council.
My team and I, when given the opportunity to serve, will strive to transform the length and breadth of Yala through quality service and provision of people oriented projects and programmes.
These, I intend to do by providing social amenities like clean and portable water supply, access to health care and education, accessible rural roads and recreational centers. These would be done in conjunction with both the state and Federal Government Agencies.
HEALTH:
There is no gain saying that “Health is Wealth”. Realizing that Primary Health Care belongs to the third tier of government, I shall embark on building of more Primary Health Centers, rehabilitate and equip the existing ones to cater for our people. There shall be training and retraining of both medical and auxiliary staff of these center for efficient service delivery.
EDUCATION:
This is the bedrock of any developed society. Primary and Secondary Education is key to the emergence of our people in both Urban and Rural areas to fulfill their educational pursuits. I intend to provide a workable collaboration between the Council and State Agencies like SUBEB and the Secondary Education Board for teaching, learning and Provision of adequate classrooms and equipment for our schools.
Training and retraining of Teachers would be prioritized to update their knowledge, while instructional materials would be provided when needed.
AGRICULTURE:
Abreast with His Excellency’s Agricultural revolution drive, efforts shall be geared towards encouraging our people through the provision of tools, seedlings, implements and subsidized fertilizer for improved yield. In doing this, I shall key into the present government’s mechanization efforts by way of collaboration. Peasant farmers would be encouraged to form co-operative societies to benefit from tractor hiring scheme and other such endeavors.
ROADS:
Our Various Rural Roads and Semi-Urban roads shall be accorded the priority they deserve to create access for our people to move their farm produce to the markets and to communicate with their neighbors.
REVENUE GENERATION:
Revenue is key in any organization and so shall not be toyed with. Concerted efforts geared toward enhanced revenue generation will be explored. New markets will be built while existing ones shall be expanded and rehabilitated for improved revenue generation. Our natural mineral resources such as: Leed, Barite, Zinc etc, shall be explore and exploited. Tenement rates and other taxable ventures would be looked into with a view to increase the Council’srevenue.
SECURITY:
Without peace no meaningful progress can be made in any given society. Adequate measures aimed at securing lives and property shall be vigorously pursued through collaboration with security Agencies in and outside the Council. When necessary, neighbourhood Security outfits would be created to watch the various villages by their people. These outfits would be properly guided by law and mobilized for utmost result.
ACCOUNTABILITY:
Under my stewardship, accountability will be our watchword, so that our people can have value for their money. There shall be prudent deployment of resources in the planning and execution of government projects and programmes at all times. There shall be transparency in governance, openness to criticism, welcomed ideas and suggestions from the various strata of our society.
CIVIL SERVANTS:
We promise not to shy away from our obligation towards our civil servants.Indeed they will not only be the engine room of our government, but the very core of our operations as a council. We shall prioritise their welfare and wellbeing as well as train and retrain them for maximum productivity. A conducive working environment will be provided while hard work shall be noticed and rewarded appropriately.
WOMEN, YOUTH AND CHILDREN:
In our society today, women and children are the most vulnerable. Adequate attention will be paid especially to their health issues like infant mortality, antenatal and post-natal problems. Available resources would be mobilized to create awareness in form of enlightenment campaigns and health education to stave off life threatening diseases. Annual wellness programmes would be sponsored while health information desk shall be created with a team to act as a one stop shop for health information in the council.
LEADERS OF THOUGHT:
I beckon on you all not only to support me, but share in this aspiration and own it as our collective bargain to better the lot of our people. Truth be told, our people of Yala genuinely desire this collaboration to lead it to the promise land. Please, come on board!
ROYAL FATHERS:
Custodians of our values, customs, traditions and culture, I ask for your blessings and prayers. We shall indeed tap from your wealth of experiences and wisdom as we undertake this voyage.
STUDENTS:
Ours students in Higher Institutions of learning under will regularly get their bursary allowances while scholarships will be offered to the exceptional ones as our finances permits. We need you support and collaboration.
JOB CREATION:
We intend to create jobs for our teeming youths at all levels. This will come on stream through the entire programmes outlined above. As we rev up our revenue generations, many programmes and projects will commence to provide employment.
CONCLUSION:
Since democracy is government of the people by the people for the people, I intend to run a people friendly government. It promises to be “our” government and not for any few individuals. We shall own and operate it as a people with the dividends accruing to us collectively.
I cannot do it alone;it is a clarion call for all to come on Board for a better Yala. Together, we can move Yala forward and better the lot of our Women, Men, Youths and Children.
